England announces bus fines and rail campaign against antisocial behaviour

Passengers share a British train carriage, with one commuter using headphones

New Department for Transport measures announced on 19 October combine local bus enforcement with a national rail campaign. In England, local transport authorities can set rules against conduct including vaping, littering and threatening behaviour on buses, with fixed penalties of up to £100. Drivers will not enforce the rules; authorised officers or police may do so.

On trains, an industry campaign will remind passengers to use headphones. Rail staff can ask someone to stop playing audio aloud; people who refuse may be removed at the next station or face a fine of up to £1,000. The bus powers already came into force in August, and local rules need approval before enforcement.
